Across Europe, Jewish students are facing an increasingly hostile environment in academic spaces. Universities should remain arenas for debate, disagreement, and political expression. At the same time, they carry a responsibility to guarantee safety, dignity, and equal participation for all students. Antisemitism, in any form, undermines not only Jewish life on campus but also the democratic foundations of European education.

This advocacy package has been developed to support Jewish student unions, university leaders, policymakers, and civil society actors in responding to this reality with clarity, consistency, and responsibility.

Its purpose is twofold. First, it provides a clear overview of key concepts, legal frameworks, and existing European instruments that address antisemitism, discrimination, and the protection of fundamental rights. Universities and public institutions do not operate in a vacuum. European strategies and standards already exist, and they must be meaningfully implemented.

Second, it equips student leaders and university administrators with practical tools and communication guidance. Effective responses require more than statements. They require clear definitions, accessible reporting mechanisms, educational initiatives, and structured engagement.

This package does not seek to restrict debate. It seeks to ensure that debate does not become exclusionary. It does not call for exceptional treatment. It calls for equal protection and equal participation.
